Whichever is most appropriate to the circumstances of the project. There is no overall single answer to this, it entirely depends on the organisation, the project itself, and many other factors.
Plenty of projects are critically time dependent, so schedule is most important in those, but others have little or no schedule criticality, but money is very limited so that becomes the greatest focus. For others the right skills may be very hard to obtain for any money, so effort becomes most critical. Saving Changes...

Talk to your project sponsor. Most have a view as what is more important for the project. For example, if money is tight, the sponsor (and therefore you) will have most focus on ensuring that you stick to the costs agreed, even if that means taking a bit longer or reducing quality in some areas.
It's going to be different for every project, depending on the objectives. Saving Changes...
