What could PM do to be in Business Development roles?

There are few advantages for a PM as they are Sponsor/Client facing, they know the project budget (in detail), they know how to communicate. etc

BD responsibilities can sometimes be part of the responsibility of a PM in certain (usually smaller) companies. However, to do it more full fledged, you'd need to look at a change in roles.

There are certainly some common competencies shared between the two roles - specifically around interpersonal skills & communication.

My recommendation is taking a closer look to PMI´s documentation related to Business Analyst role.
