In planning stage of execution schedule:

When baseline should be created in roll wave planning? construction work packages (CWPs) are delivered from client without specific time interval and number of packages.

Hey Khurrum...that is a great question...I am not a Rolling Wave expert so this is just a suggestion. Would u not baseline the major milestones at the start of the project and then baseline each successvie detailed plan ?
