what are the legal contractual excuses for awarding the project to higher price bidder?

Don't even think about excuses.



If you do, you have already fallen into the trap of only seeing the cost.



The contract award should be based on a set of criteria, including cost, but also such as the reputation and experience of the bidder, the completeness of the proposed solution, the observed culture, etc.
