Expert knowledge assurance

As a project manager, is reviewing the CV, making an interview, testing, and requesting references sufficient for ensuring expert knowledge of a team member, or is it necessary to establish a new process within the knowledge area to achieve this assurance?

A lot depends on the power structure you are dealing with. In a project-oriented/projectized structure you might have significant authority over the hiring and vetting process whereas in a weak matrix or functional model you may have to live with what you are given by the functional managers.

There are other tactics which could be used to improve the odds of getting the right people including:
- Building strong, positive relationships with the functional managers including showing them the value (to them) of the project so they are more likely to give you good team members
- Involving trusted peers in the interviewing process (assuming there is one)
- Building in some early opportunities in the project's timeline to validate that the stated competencies of the team members are in fact there

I like asking people to describe projects they worked upon to assess their skills and knowledge, as well as presenting them with scenarios to see how they would handle them. I've found some Project Mangers only possess the theoretical knowledge they learned from studying, but can't modify that knowledge to respond appropriately to their particular situation.
