Measuring success on a package selection project

So, you get a projecct approved and going to identify your business requirements, perform a market search,issue the RFI/RFP's, evaluate proposals, hold demos, and finally you're going to deliver...... a recommendation for which solution to go with.

The final deliverables of your project are the recommendation report and a supporting business case to accompany it and get approval to do the "implementation" project.

My question is .....
How you do measure the success of your research/study project? The sponsor tells you that scope/quality are the #1 priority - there is some willingness to spend a little more time/$ to get a "high quality recommendation" with a "solid business case". Utiimately the company wants to ensure we're headed down a good road ...

Any thoughts, experience or ideas on how what types of performance metrics to set that will address the scope/quality of the end result - the quality of the recommendataion?? And while we're at it - what about leading indicators or part-way along metrics that are at least aligned?

The proof is in the pudding as they say. Management will judge the success of the research well after implementation.
Metrics on selection performance should be based on the outcome of the recommended implementation. So metrics on the process used to make the recommendations would have to be focused on issues of speed, stakeholder satisfaction and budget performance. Ultimately though no one will care if the implementation falls short or fails.
