Surely it depends what the KPIs actually are? You'd assess each one based on whether it was achieved or not. Sorry if I haven't understood the question.

Good thing that you really know the kPIs you are assessing, monthly monitoring/checking of each KPI based on one's actual performance would help you assess the KPI
