Can deep underground targets be attained?

yes, surely. Use a tunnel digging device, like a huge screw digging into the soil until reached target then offload the charge

Depends how deep we are talking about and the soil & underground conditions leading to the target location.

you're right. The solution will be a newly developed advanced embedded systems robotic attached with a load. Something like a science fiction movie. But doable.
