Charter templates are many. If you want to create a charter, you could first try out the project canvas to structure your thoughts about the project.

While you can certainly use freely available templates as a guide, you should start by getting an idea from your key stakeholders as to what project data elements are important to them in a charter and where the charter sits in terms of your project intake process. You can then draft up a sample based on this, review it with those stakeholders and iterate on it till it meets requirements for content & structure.
