In addition to project management skills, a delivery lead would usually have significant domain expertise in the rollout of the specific product or service. I was in that role from years. But it is a hard question to answer, because it mainly depends on what you organization expected on that. The more abstract and short answer is: whatever needs to be done to help a product team deliver the desired outcome (not output).
