What comes first? WBS or Project Charter

I'm confused about what comes first. I understand that project charter is created in the initiating phase, but this document explicits the budget for the project. But here´s where i get lost: how to determine budget without doing the WBS (that comes before the project charter)? Am i getting things the wrong way?

The Project Charter goes first; it is feed from the Project Statement of Work which you get from the client. From here you create the Project Scope which identifies the deliverables and from here you can create the WBS which decomposes the deliverables in Work Packages and Activities. Need more details let me know.

Considering that i´m working on a internal project (not for a client), my boss (that would be the project sponsor) should deliver to me a SOW? There is a need to this on this case?

My question is: if my project charter determines the budget and time for the project, how could i do this in the initiating phase? Some kind of activities planning should be done at this point without being the WBS, right?

Bruno, very relevant and practical question... Generally speaking, my experience has been that we go backwards from the need to project i.e. Business got a need which
- may be worth - high level budget/cost as per Business case of need
- should be fulfilled in what time to be useful for Business
So you got the Budget and Time which if doesn't match your detailed WBS, later in initiation, would need to re-evaluated against Business case..
Rebecca, I should have some charter and, possibly, WBS templates...Happy to share.
