Pavan, here are my 2 cents:

Question 1) Correct Answer is B because first, the PM should understand the underlying issues causing the delays and budget overruns, in order to make more informed decisions on how to address the problems effectively. Once the root causes are identified, they can then consider the other options, such as developing a recovery plan or negotiating with stakeholders.

Question 2) Correct Answer is D. The Project Charter officially starts the project and gives the project manager the authority to allocate resources and make decisions.

Q1) B & Q2) D
correct! thank you both Michael and Rami for the response here

Question) What is the primary purpose of the Project Charter?
Answer: To formally initiate the project and authorize the project manager (D).

Example: Think of the Project Charter like a "permission slip" that says, Yes, you have the green light to start working on this project, and you're in charge!

Question) What should the project manager do FIRST when a project is behind schedule and over budget?

Answer: Perform a variance analysis (B).

Example: Imagine you're driving to a destination, but you're lost and low on gas. Before you can get back on track, you need to figure out where you went wrong and why you're low on gas (variance analysis). Then, you can adjust your route and refuel (develop a recovery plan) to get to your destination successfully!

Q.1 The correct answer is:

B) Perform a variance analysis to identify the root causes of the delays and cost overruns.

Explanation:

When a project falls behind schedule and goes over budget, the first step is understanding the root causes of these issues. Performing a variance analysis allows the project manager to compare actual performance against the planned schedule and budget, identifying where things went wrong.

Once the issues are identified:

The project manager can determine if corrective or preventive actions are needed.
Based on the findings, a recovery plan can be developed if necessary (option A).
Re-baselining (option D) or negotiating with stakeholders (option C) should only be considered after understanding the variance and exploring all recovery options.

This approach aligns with best practices in project management, such as continuous monitoring and controlling to manage project constraints effectively.
