What does a PM need at the launch of a Project?

I have heard many PMs attributing the failure Or bumpy ride to the project to incorrect decisions/overly commitments/low support etc. during the project startup/ launch/initiation stage

What level of support and understanding would you think a PM may need to lay a strong foundation to a project?
