Per PMBOK, a project is a temporary endeavor undertaken to create a unique product or service, whereas an operation is an ongoing routine task.
Your description above has both elements. Some are projects (implementing software tools, implementing management training, etc) and some are operations (developing best practices, management performance evaluation and control, continual improvement, etc).
Most elements described are operations and all elements are aimed at improving something.

I would call all the types of jobs you mentioned as operational by nature, though some of them may hint towards a project but no clear definition of a project emerges out f any one of those jobs. So when in doubt, consider all as operational work. Now when some operation has to go through change, research or experimentation, that is where a project will take birth. Saving Changes...
