Project control using mathematical programming?

I'm preparing a study on cost and time control in construction project, and i need to analyse my research in an engineering way, like using mathematical programming to analyse the effect of project location over the cost or time of completion, or maybe using house of quality or fuzzy mathematical models or other tool to analyse and get some recommendations, I'm really lost, I don't know if I should look at it from quality perspective or something else, I need some suggestions, I hope my question is clear? thanks

It looks to be a really interesting challenge, but I think that without further information it would be quite hard to give you detailed tips. Well, let's try to stablish a high level model: first it's important to know if your problem is dynamic (I guess) or static (If-then scenarios).
Assuming that it is dynamic, you can use the system dynamic aproach for project management, which consists, in a rough description, in using the control system theory in project management, considering that the network diagram is a typical control diagram. Take a look in MIT's opencourseware for more information.
Other approach that can be used without spending too much research time is the control volume technique. Try to draw a border over your problem and identify the major inputs and outputs that cross the borders. By doing so, the subsystems inside the border would become clearer and the specific methodologies (fuzzy logic, Monte Carlo, financial tools) might be selected.
Well, these are generalist tips that can help you to give the first step. If you are allowed to provide further information please share it.
