I'd start by trying to understand why they are minimally responsive. Is it because their ideas are never making it to the top of the product backlog?

First thing is to use the product owner role in your team. This role is the voice of client in your team. Product owner is accountable for refinement or gooming. I know is not a required event is Scrum but is critical to have one. Then, Refinement is other stage to be notice on feedback. The third is the demo and reviews as you mention.
