Hello,
I was recently appointed to a new role where I am working closely with a senior manager to improve the quality of project management skills of a team of 15 people. Every 3 people look after a specific type of projects that are different in nature than the other team members. They vary between employee experience, customer experience, compliance, and business analysis (and yes, all these people are working under the same department).
The current challenges are: 1)The team members are not following a systematic approach of managing their projects 2) There are no templates in place to execute or optimize work 3) The methods used to track work are very basic and mostly don't reflect the actual progress. The department senior manager hopes that I will be able to establish a large framework that helps the team optimize their work and help my manager to measure and present the value delivery of these projects.
Now, I am not completely sure where to start from since there is no project management infrastructure in the team, and I read that PMO-CP training and certification might be useful to provide guidance for the process of PMO creation. I just need to know whether it works with someone with NO PMO creation experience at all like me? Or does it require a prior understanding/experience in PMO creation?
While a course might provide some guidance or even a playbook for establishing a PMO, setting up a staffed PMO is a strategic organization change so you may wish to locate one or more seasoned mentors with a track record of successful PMO setups.
Treat this as a strategic project - start with a charter to create alignment across the senior stakeholders about the mandate, reporting structure and other fundamental decisions.

Currently, it might not be possible to hire an experienced PMO professional to help with the initial setup due to budget limitations. ​​​​​​​I will start building a case to convince senior management to invest in the creation of PMO as a strategic project.
Meanwhile, are there any recommended resources I can use just to improve the overall synergy among the team and create a standard project framework?

Check the PMO Value Ring through PMOGA. This is a great methodology and for now, I think probably the PMO-CP course is based on it but they will switch into the new version soon.

We utilized existing resources available to start with, as our focus was to start small and approach we took to pilot - set the basics PM practices right before going full scale up. And also like you there were budget limitations so going for external consultation was not considered.
With doing all these at self-study is truly exciting journey and great learning curve for us so far.
And I would say there are plenty resources available at PMI, it’s just that our needs require alignment because there is no straight forward/ready to use template/strategy useful as every organizational objectives, scope, constraints etc. varies. Hope this helps.!!
