What's the best way to structure a project directory to store project management deliverables and project deliverables from project initiation to closure?
Note: Currently the team does not want to use project management software.

Just set up a collection of shared folders on a network drive somewhere that everyone can access. You can name them after the project lifecycle stages or job roles or processes, whatever makes sense to you. I would number the folders so they are called 1-Initiation, 2-Project Set up etc so that they stay in the order that you choose and it makes it easier to see where to look for information.
