PM's need to be determined and focused on delivering results. Things change and problems arise over the course of a project and a PM's ability to adapt and keep the project moving toward the goal is paramount. This is a mindset and it can be learned if a person doesn't possess this trait.

I agree with Gerhard. There is a huge difference between experienced, very senior project managers who have come up through the ranks and have an incredible body of knowledge and great people skills. These people often took twenty years or more to reach the rank of project or program manager. This contrasts with today's trends which are to provide a smart youngish person with some tools and training and setting them loose as a project manager, hopefully under the watchful eye of a more senior person.
