Here are some key elements:

[1] You want a clearly stated, understandable, and visualized “project organizational structure” with defined roles and responsibilities.

[2] The PM should be fully empowered as the executive to realize the deliverable(s) within the boundaries stated in the charter.

[3] A tangible functional Steering Committee should be in place to hold the PM and the project accountable. If there are disagreements, they should be resolved within this structure.

[4] The project charter should be comprehensive, including all project collaterals, and most importantly, be signed by the sponsors, key stakeholders, and C-level executive management.
