One clarification - there's no such thing as "PMP principles". The PMBOK Guide, Seventh edition provides a set of principles which are generally applicable to all projects.

However, principles don't provide the level of specificity required to enable a team to successfully deliver projects. They merely act as reminders or at best, guardrails on what they do.

With regards to the PMBOK framework, if it is used as a reference for a team tailoring their approach, it can increase the likelihood of success but ONLY if coupled with a number of other prerequisites such as:
- Supportive, committed leadership
- Effective sponsorship
- A capable PM possessing the right blend of power skills & domain expertise
- Team members with the right skills available at the right time
- Realistic constraints

Trying to add something to Kiron´s comments take into account the definition of BOK (Body of Knowledge) and PMBOK in particular : "The PMBOK Guide is intended to be a "subset of the project management body of knowledge" that is generally recognized as a good practice. 'Generally recognized' means the knowledge and practices described are applicable to most projects most of the time and there is a consensus about their value and usefulness. 'Good practice' means there is a general agreement that the application of the knowledge, skills, tools, and techniques can enhance the chance of success over many projects.". This means that sometimes the "latest" project management trends, often promoted by consultants, may not be part of the latest version of The PMBOK Guide."

Effectiveness isn’t just about the tools or frameworks you use. It’s about how you handle the challenges. Successfully delivering projects with tight deadlines depends on the human element, the environment, and a range of factors, not solely on the “PMP” framework. While PMP principles offer a strong foundation, their true impact in the construction industry lies in how they are applied, adapted, and integrated with the realities of the project and the people involved.

To add to what Kiron said, PMBOK enables you to deliver projects against deadlines. "Tight" deadlines is a relative term and as such needs to be handled on a case-by-case basis. What might be eternity for one project can be a tight deadline for another one.

If the project manager is capable to understanding and applying the principles of Project Management then one should be able to deliver. Running a tight ship is an individual trait than a capability that can be taught via books. Frameworks, guidelines enable you but its usage solely falls on the individual. For projects with "tight" deadlines, one has to be diligent about risk, resources and timelines to delivery successfully against the scope, PMBOK will provide the tools do it, effectively implementing and using the tools will depend on the PM managing the project.
