Best practices for annual budget planning - looking for inspirations

I am working in a big IT department with quite big HW budget. Year to year I'm struggling with annual budget plans; can you refer me any sources of trainings/readings about processes of budgeting; best practices etc.? I am looking for the inspirations how we could change our practices in this area.

The best thing to do with annual budgeting is to kick it to the curb and influence the "powers that be" to move to an ongoing budgeting model following a rolling wave approach. Otherwise, all you end up doing is expending huge amounts of effort in developing a work of fiction which is out of date a month or two after the start of the new fiscal year.
