Managing a risk by the project manager or assigning separate manager is preferable? why

One of the important component in the Project Management is risk management. So for this managing the risk by the project manager or assigning separate manager for the risk management is the better one

In general, a PM is responsible for ensuring risk management is effectively practiced on their project but they are usually not personally responsible for performing all RM activities. For example, executing risk responses might be done by individual risk response owners. And on very large or very complex projects, it is possible the PM might have someone supporting them who is focused on RM solely but this wouldn't free the PM up from the responsibility of making sure risk was being managed effectively.

In project management, risk management can be approached in two main ways: either the project manager handles it or a separate risk manager is assigned.
When the project manager oversees risks, they benefit from a holistic view of the project, ensuring risk management is seamlessly integrated with other processes and maintaining consistent communication. This approach can be resource-efficient, especially for smaller projects.
Conversely, assigning a dedicated risk manager brings specialized expertise and allows for focused attention on risk analysis and mitigation, which is beneficial for large or complex projects. Ultimately, the choice depends on the project’s size, complexity, and available resources, but the primary goal is to ensure that risk management is adequately prioritized to safeguard the project's success.

Project Manager is preferred to maintain the cohesiveness, transparency and trust within the team. Risks require resolution as a team and no blame game can resolve it. With an outside manager it may be difficult to go on.

If you are talking about risk project management, I mean the risk focused on project, risk is a team duty. You do not need a risk manager.
