I think that organizations are getting better at identifying 'real' benefits upfront. The increase in portfolio management approaches is strengthening the relationships between organizational goals and project benefits. However, there are still significant problems with ensuring that those benefits actually occur once the project has been completed - the benefits that were so eloquently expressed in a business case suddenly become 'impossible' to measure after the fact. Phase gate reviews are conducted to assure the deliverable has reached the required quality and can deliver planned benefits and then allowed to go to next phase
3rd party cold eye reviews are conducted to ensure assurance and ensure benefits are realizable and aligned to strategic objectives
Benefits sustainment is ensured by involving operations team early during project and providing training to ensure benefits are realized and business value is realized

I would prescribe that incremental review of planned benefits may yield a better result that waiting for the end of the project. Are there internal benefits that can be evaluated and realized prior to the end of the project? Saving Changes...
