Are organizations getting better at recognizing hte need for risk reserves?

I'm still seeing a real hit or miss approach to this - with too many organizations seeing reserves as a product of 'bad' management or attempted padding. What are your experiences, are organization's understanding contingency and management reserves yet?

We are seeing more attention given to establishing risk reserves during the project planning phase. The best examples are for projects that have developed more detailed schedules and linked identified risks to schedule activities, estimated cost and/or schedule impact and included it in the project plan (resource loaded schedule) as management reserve.
