Legal concerns isolate open collaboration across organizational, project, and discipline lines.
Yet, the productive system for results requires such.

In the absence of verbal communication confirming shared understanding, we revert to documented requirements, traceability evidence and so on. Unfortunately, these are not as effective...

Thanks Kiron.
Absent productive communication, at least 60% of design and construction projects fail to meet their requirements.

In today's tech-world, we are not limited to verbal forms of communication.

Regulations that limit communication are intended to prohibit specific unethical behaviors such as collusion between 2 companies to undercut potential competitors or sharing export controlled information with foreign entities.

By understanding the specific limitations of the regulation and training your personnel, you may potentially isolate the issue rather than having the communication gap unintentionally spill over into areas not covered by the regulations. Sharing cost data might be prohibited, but you might still be able to share technical details, or technical details might be shared with very specific limitations.

Of course we agree that unethical behaviors are unacceptable, with or without regulations.
