I am required to set up office in the UAE, Please how will I use the GenAI to plan meticulous and the resource allocation for this project to be a success?

Djimounmoun, it's tough to guide you as there are so much information needed for us to understand the whole picture in terms of type of PMO, nature of the work, and so on. It's not easy setting up a PMO and if not done carefully, it won't survive.

Sorry for put this in this way: AI, and generative AI, will not make magic. You must give to generative Ai the right prompts with the right format and after that you have to validate them sometimes using generative Ai to do that. So, the first thing to do, if to understand what is this about. To put this in terms of the PMI take a closer look to business analysis documentation (two guides), understand the process for doing this type of things and with that you will find what prompts you need to use. For prompt format, going to prompts frameworks you will find into the internet. On this matter, PMI courses delivered for free can help a lot. The key driver is: you are asking to create a solution, where solution is equal to "the thing" to be created plus "the way" to create it (call it program or project)
