Paratal,
have you looked at the PMI Standard?

https://www.pmi.org/standards/for-portfolio-management

I published two articles on my experience with portfolio management;

The step-by-step approach is very dependent on the situation. The primary and first goal is often to select projects, second evaluate the project portfolio, and lastly manage the resources. I think it's a good idea to do this not all at once but step by step.

If you are referring to getting a good understanding of PPM in general, I'd start with PMI's Standard on the subject which is available as a free download for PMI members. It is available here: https://www.pmi.org/standards/for-portfolio-management

If you are looking to implement PPM policies, practices & structures within your own organization, you could use the Standard as a basis for developing a starting point.

Important thing is to take into account the process the organization will follow for portfolio management, My recommendation is taking a look to all related to Lean Portfolio Management. The PMI´s standard is just a general guide but it is too much to take into account mainly in today initiatives.
