What is the best PMIS tools that i can use to create WBS for the whole organization but at the same time able to comprehensively visualize the project status or progress either to management or to the staffs?

Any dashboard of projects and work packages. There are hundreds.
I would start with Excel; any tool will have an interface.

I agree with Thomas Walenta . The key to select a tool is to take into account your defined process for project/program/portfolio management. If you consider this type of things in isolation you will be on trouble in the short term.
