I work for the federal government and am working a project that is trying to get another federal agency to change one of its regulations. In working out my charter (since my boss and sponsoer never do) I can't quite figure out who my customer is. I suppose my deliverable is a request for a change in a regulation. Any thoughts? Lori, I just chaired a conference on Stakeholders. To put it simply, your customer is anyone who has a "dog in the fight". Who will be impacted by the regulation change? Everyone impacted is your customer. You need to put together a communication plan to insure that you keep each stakeholder upto date. I suggest you make a list of stakeholders in your project then visit with each one and discuss how they want to be communicated with (frequency, format, etc.). Keep the list to those you have access to. Since it is a regulatory change you could use the project as an opportunity to expand your network of influence and opportunity. Good Luck Saving Changes...
