I would agree that it is less formal, but even in a product (as opposed to project) centric situation, the company might find itself with limited funding for their first or even first few releases. When they pitch their funding needs to outside investors, they have to provide "some" idea as to how much might be required. And that figure is likely to include some level of contingency.

Kiron

I’m sorry, Kiron, but your description does not align with my experience with startups. Venture capital firms I'm familiar with realize there is no way to predict how much a new product will cost. They organically handle funding in a agile way: fund a little, see where it goes, fund a little more (or not) based on initial results, etc. I would not take an investment from an outside investor who thought predictive project management applies to new product development.

"Impartial observers from other planets would consider ours an utterly bizarre enclave if it were populated by birds, defined as flying animals, that nevertheless rarely or never actually flew. They would also be perplexed if they encountered in our seas, lakes, rivers and ponds, creatures defined as swimmers that never did any swimming. But they would be even more surprised to encounter a species defined as a thinking animal if, in fact, the creature very rarely indulged in actual thinking."
