how can we effectively benchmark the capabilities and practices of PMO-CP against P3O?

Hi Amjad,
in which context would you like to benchmark the two against eachother?
Are you looking for KPIs? Are you looking for the PMI certifications or for organizational units or people in organizations which bear one of the titles above?

From my point of view the maturity of the organization defines "how far" you go with project (program / portfolio) management offices. A P3O could be staffed with certified parctitioners - or a (maybe not even certified) pratcitioner could be a standalone PMO.

The PMO landscape is yet underdeveloped regarding widely accepted standards and benchmarks. Besides Axelos' P3O for organizations and the new PMI PMO-CP for individuals, several other frameworks exist, like AIPMO, PMOSquad, PMOstrategies, PMOGI, IPMA.



If you built your PMO based on one of those, I would use their standard to build a benchmark. Otherwise, look for research that features several case studies related to your industry (like the books by Bolles and Hubbard). You could also consider partnering with a university on this.
