When it comes to small to medium sized IT projects, I would like to know at what point should Sales/Pre-sales Team [non-Technical] involve the Technical resources in gathering requirements? Should the company wait for the Sales team to provide all information to the Technical resources OR should Technical Resources [all stream] be a part of the Pre-sales team ??
Just wanted to know how best it works for you... Saving Changes...

The Sales in any Organization is responsible for selling Solutions, Products .. etc and meet his Sales target/Quota.
The Pre-Sales on the other hand, should have Technical/sales awareness. He Should act as a technical advisor for the Customer , So he should be technically familiar with Solutions or Products in order for him to gather customer requirement and come up with a Solution.
The right approach is to engage the Pre-Sales team at the first stage with the customer to closely understand Customer's needs & requirements and build its relevant proposal.
The Sales Team would then be the focal point of contact with the customer to elaborate on the commercial part and proposal details.

Let me say: sales people in on charge to sell dreams that non-sales people must become reality. So, depending on your organization process and culture, both ways you state are valid. My recommendation is to define a process where sales and non-sales (pre-sales) people come together to understand the prospect need and define the solution best suitable and most realizable.
