Is anyone using or defining "key risk parameters" that are aligned with an enterprise, program or project's strategic objectives to categorize risk?

Yes, Normally, the Registered Risks should be Qualitatively analysed with High/Normal & Low Risk Categories & the Impact associated with it before it goes into Risk Response Planning.

Risks that identified but has not been analysed nor a risk response planned for are kept in a " watch list ", those are be monitored through the project life Cycle.

This probably is part of project governance where we inherit such key risk parameters from the organizational risk policy.
