By Effective Listening!

Effective Listening allows all attendees to understand & be in-line during the training.

You would need to ask questions to the attendees , Provide Quiz's and ensure attendees understand the objective of the Course.

Can you use pre-course work to help bring the less experienced delegates up to the level of the others?

I'm not sure that there is an universal answer to your question. Elizabeth suggests a pre-course to raise the level of less experienced but this raises some questions: Who should attend? Who decides which are the less experienced? On what basis?
Rather, in my opinion, you should think upside down, and that the objectives of the training should actually be to bring all attendees at least to an acceptable base (default) level.
