I have just completed a 3 hour course of Power BI (= 3 PDUs). Do they belong to...
1. Ways of Working: Knowledge, skills, and behaviors related to specific domains of Project, Program, and Portfolio Management.
2. Power Skills: Knowledge, skills and behaviors specific to leadership-oriented, cross-cutting skills that help an organization achieve its business goals.
3. Business Acumen: Knowledge of and expertise in the industry or organization that enhances performance and better delivers business outcomes.
In my view, Power BI could fit in all three categories. But how do you appraise it? Are there tools to better assess this or other cases? Giving 1 PDU to each category seems accurate to me, but PMI has the right to take disciplinary action if they think otherwise (and I do not wish to lose my certification!) :-) Saving Changes...
I wouldn't be overly concerned - if the provider has not already given the allocation of PDUs, take your best shot at it and at worst PMI will challenge or reject the submission. Unless someone is blatantly being fraudulent about claims (which would violate the code of ethics) there shouldn't be an issue.
You could search for similar courses in the submission screen and see if any have the PDUs pre-loaded to get ideas on how to distribute them.
You could also reach out to the provider to see if they can provide any guidance.

Thanks for your comments, Gentlemen. I am happy to report that I made the PDU submission based on my best judgment and the claim had been processed and accepted.
It seems that LinkedIn coursed that are directly related to project management do provide an indication on the number and type of PDUs. But for that course (Power BI, which actually I found it a great tool for PM!) , this information is not provided.
