I am from Canada and I have a 3 year Bachelor Degree. It looks like my work experience requirements is 36 months (vs 60 months for highschool), however, if i loo on page 11 of the workbook it specifies a 4 year bachelor degree is required for the 36 months experience and anything acedemic that is less than that is 60 months experience. I have spoken to so many agents online and they all say that 3 years SHOULD be ok but none of them seem to be positive. The issue is I cant submit my application until my course is complete but I do not want to sign up for that if I cant write the test for 2 more years.
I was told the confusion is there because some countries only offer a 4 year bachelor degree and that the 3 year bachelor degree should be fine.

If you have a Bachelor’s degree, the duration (whether 3 or 4 years) doesn't matter, as some programs in different countries offer 3-year bachelor’s programs. If I were you, I would go ahead and submit your application with the 36 months of experience. Just ensure that, if selected for a random audit, you can provide your Bachelor’s degree certificate. If your 3 year Bachelors Degree was from Canada, it should be fine. I graduated from a Quebec university for my first degree and it was a three year Bachelors because we had two years of CEGEP after high school and I had no challenges when I applied for my PMP back in 2000.
If the degree is from outside of North America, to be 100% safe, I'd recommend approaching a recognized local university to get them to do an equivalency assessment which would give you formal proof that it is considered equivalent to a North American four year Bachelors Degree.

There may be a variation in the number of years for your Bachelor's degree due to students in USA completing a 4yr degree in 3yrs due to a heavier course load or as in your case there's just simply a difference in the number of years based on country. A typical bachelor's degree is 120 credit hours which in 4 years without summer classes is 15 credits per semester. I would consider that your benchmark for comparison. Basing it on number of years is a poorly written requirement in my opinion. Saving Changes...
