What's your organization's reaction to Management Reserve for hidden risks?

We all know that stakeholders are skeptical of reserves, they think that it's just 'padding', but specifically what about management reserve for those truly 'unknown unknowns'? If you've been successful in helping stakeholders understand the need for it, how did you do that? And how do you help them understand that not all hidden risks can be discovered up front?
