I need a tool to manage 76 resources across 56 projects. I need the same tool to reflect schedule changes if a resource is moved around. So far, everything I've found about 'resource tracking' on this site has been over 10 years old and there doesn't seem to be a single good solution. Any ideas? Saving Changes...

You dont mention what tools you have available to you or if selecting an outside vendor it an option, but I suggestion you look at SaaS providers like Clarizen, Clarity, EPM Live etc. Many of those platforms allow for resource management. If you dont need that level of service maybe something more simplistic like http://resourceguruapp.com/
If you have no budget then you may be stuck building something custom in Excel.
You also dont mention if its just you managing the resources or if there are other resource managers you need to coordinate with; those pieces of information will also help you formulate which solution might work best for you.
