I had a long answer written out, and then decided to try and go with a short answer, this time. We'll see how I do.

By itself, effective project management cannot accomplish what you are talking about. If you want to "ensure continuous improvement and adaptation to changing business environments," you need effective strategic planning and some form of portfolio management, organizational change management, effective communication across the organization, leaders who walk the talk, and more. I'm not saying you need a bunch of bureaucratic process (that inherently slow things down) to speed things up, but you do need the whole organization to move together. Project management is reactive in nature. The people doing the work don't usually enjoy task switching. Yes, you need effective project management, but you need so much more than that. Relying solely on project management to achieve what you're talking about will eventually prove that you can do everything right on a project and the product/service that gets delivered can still fail.
