I have seen templates here and there on this website but not one place where you can find all the basic templates like a Team Charter, project management plan, etc. Please can anyone point me in the right direction?

Could you clarify the question because there is a single menu option to access Templates and you can use the site's Search capabilities to narrow down to specific templates and artifact examples?

I agree with Kiron. There is search option and you can write the name of any template and check if it is available.

As an example, here is a list of some of the templates i'm looking for:

2.3 Scope Management Plan
2.4 Requirements Management Plan
2.5 Requirements Documentation
2.6 Requirements Traceability Matrix
2.7 Project Scope Statement
2.8 WBS Dictionary
2.9 Schedule Management Plan
2.10 Activity List
2.11 Activity Attributes
2.12 Milestone List
2.13 Duration Estimates
2.14 Duration Estimating Worksheet
2.15 Cost Management Plan
2.16 Activity Cost Estimates
2.17 Cost Estimating Worksheet
2.18 Quality Management Plan
2.19 Quality Metrics
2.20 Responsibility Assignment Matrix
2.21 Resource Management Plan
2.22 Team Charter
2.23 Resource Requirements
2.24 Communication Management Plan

I'm assuming this is the template menu you are referring: https://www.pmi.org/insights
I do not see those templates i am looking for there. using something like scope management plan as an example, i cannot find one here

There are two places you can look. PMI Standards+ ((https://standardsplus.pmi.org/home) has examples of templates referenced in the PMBOK Guide and you can search for those by name. And the main Templates menu of this community (projectmanagement.com) has a variety of templates and populated examples but they may not all be tied directly to the PMBOK Guide.

I'm not aware of a single indexed list like you have for those on either site but they might be available through a non-PMI third party organization.

You can access the link: https://www.projectmanagement.com/templates/. There is a search functionality where you put keywords to find the specific type of template you need.

A web search can also help you, providing sites that offer templates adapted to specific needs.

I think a web search is your best bet. The number scheme made me think it was from IEEE or something similar so I searched for "IEEE WBS dictionary template" and found several, but not one from their templates.

One thing to note is that the same terms aren't used everywhere. Other places call the WBS how it is organized, and the Itemized Work Statement, where the lower level description of work is documented.
