Rami makes a great point. The business environment is a very big factor in what is considered the right strategy for the time.

Aerospace for example tends to be a cyclical market so you forge ahead while you can, and then typically have to adapt to leaner times. Covid was an extreme example where everyone was expanding rapidly and then revenue in commercial flights plunged 95% overnight. Managing operating capital quickly became a bigger immediate priority over expanding into new markets.

Did you pose the questions to AI? The short answer is that a PMO doesn't always need to become more strategic, but I thought GenAI gave some good answers on the conditions for and obstacles to making the transition, when it makes sense to do so.
