The best book I've read on how to be an effective leader is Execution: The Discipline of Getting Things Done by Larry Bossidy and Ram Charan.

There are many amazing books about leadership.
Too many, too good to be reduced to only one I think.
Maybe you can start by one of them and then continue to read many others :).
I also agree with the fact that reading should come accompanied by practice. Leadership practice can not be replaced by anything else.
