I lead the Talent and Competency Development program at the account level in my organization. In the Agile world, many a times we have to ramp up resources for a project withing 2 -3 weeks. The challenge is how we can balance between Just in time talent management and maintaining a bench of skilled resources.
Any thoughts/ideas/ models on this would be appreciated. Saving Changes...

It is a typical scenario , as we cannot change the number of scrum team size in Agile. But in case project demands for any ramp up then we can address the scenario based on the situation .
Scenario 1 : suppose more than 5 new team members are required to add for a specific period of time
In this case we can create an additional scrum team for the duration in that way our existing scrum team velocity remain unchanged and we can utilize the new scrum team for the additional work till end.
Scenario 2 : If less than 5 team added into the project for any new requirement.
In this scenario as less than 5 new team members are added so it is not advisable to create a new scrum team but we can add them to our existing team and a make little bigger scrum team than suggested or split our existing scrum team into two equal half after adding new team members count.
Like wise I believe we have to address situation based on the requirement, please let me know if this is feasible. Saving Changes...
