PMLC Simulation of a Project

Currently working on a development project in which my team is expected to develop a PMLC simulation (sandbox environment) which will be used for training purposes. I'm asking has anyone in this forum/group had any experience with development a PMLC Simulation (like a sandbox, scenario-based learning). I'm trying to define an appropriate strategy and develop a process of implementation and would like any feedback anyone would be willing to share. Thanks.
