New Product Development - Business Case Financial Metrics

I am currently establishing a new product development gating process. I am most interested in key financial metrics at the business case stage of the process. Does anyone have a model they would share identifying the threshold metrics for payback period, ROI and NPV? Specifically looking for pass/fail benchmarks.
