Wrong Answer in Study Hall (Risk/Issue)

I got this question at Study Hall. 

A supplier reports that they are over capacity, which may delay their delivery. What should the project manager update?



A.Risk register
B.Stakeholder register
C.Issue log
D.Project schedule



 



The solution says the answer is Risk Register. But the even has happened. the happening of event is certain only the impact is not having certainty. and in PMBOK rev 6 it says "Issues are current conditions or situations that may impact the project objectives" 



with this explanation, the answer should be issue log. 



Can anyone clarify this for me?

Mohammad, you make a good argument but in my opinion, the keyword is "may" which indicates that the delay has not yet occurred, and it's a potential future event, not a confirmed issue so this is classified as a Negative Risk that should be recorded in the Risk Register.

As Rami has indicated, the over capacity situation is a certainty, but the delay to your project resulting from that is not. The supplier might address the risk in many ways such as prioritizing your deliveries or passing the order on to another firm such that the delay does not occur.
