Check out Fog Bugz on the Internet at http://www.fogcreek.com/FogBUGZ. You'll be pleasantly surprised.

You could check out Aardvark, they have a couple of versions within your price range and it is browser based and sounds like the sort of thing you are after. They do a hosted and a boxed version depending on your needs and we've found it to be very good.
It can be seen at Red Gate - www.red-gate.com.

Dear Mitch, have a look at Jira by Atlassian. Unlimited users, near or under $1,000. Let's do lunch! Regards. -- Mark Perry, VP Customer Care, BOT International

I would recommend Bug Trapper. But, i can vaguely remember that as a more expensive tool to use. But, the security features and ease of use were just great!

Mantis is good open source solution that allows customizations and integrations.
For paid solutions, there is BMC Remedy which is a complete IT Service Management solution.

You can check out TeamHeadquarters from Entry. Not only does it offer a ticketing system but it integrates with its time recording and project management functionality.

I know this discussion hasn't been active for a while, but I wanted to add Redmine to the list. It's a flexible tool and it's low cost (think it might even be free).
