Clarification Regarding PMwars questions

Shouldn't answer of this attached question be prior to project signoff?Isn't PMBoK says that PM be assigned during project charter.
Please give your clarification regarding it.

On most accounts the PM has a very minimal role to play during developing a project charter. Once the charter is signed off, the PM is assigned. So, ideally the PM is assigned before the planning starts and once the charter is signed off by the customer.
