Since it was asked as expert opinion, i was bit hesitant on posting the reply.
As for me following are the key success factors to deliver a successful PMO monitoring and Reporting System :-
1. Identification of items what needs to be Monitored and Reporting purpose.
2. once point 1 done, we will be very clear what is our scope.
3. Once Scope is clear, We can prepare the Resposibilites of PMO.
4. Authority of PMO, decides the good Monitoring / Reporting system, because i find thats the cutting edge that will deliver most results.
5. PMO should able to do what is the management is needed.
I'm not sure, i'm helpful, but wanted to help as starting point.

I am not an expert in PMO issues but I think a successful PMO monitoring and reporting system should be based on and cover all life cycles in the project specifically issues relating to
- Timelines versus project stage indicating compliance with the times set for termination of a particular activity or activities within the project
- Budgeting and funding - whether monies budgeted for had been efficiently used in a time allocated to it and work done and finalized
- Personnel on the project are the essential personnel that needs to be on site to achieve a particular activity.
Administration of the project activities are well handled by project manager and team.
This actually needs to be verified every week when monitoring the work and reporting in a weekly or monthly meetings.
If there are successes in these areas then you may need to report it as well as report on the setbacks due to inadequate funding or late release of funding Saving Changes...
